Legal & Regulatory Frameworks Weekly AI News

September 29 - October 7, 2025

This weekly update brings major changes in how countries plan to control AI agents - smart computer programs that can make decisions on their own.

Italy made history by becoming the first country in Europe to pass its own special law about AI agents. The new Italian law started working on October 10, 2025, just days after our update period. This law works together with Europe's bigger AI rules to make sure AI agents are used safely in hospitals, courts, and government offices.

The Italian law is special because it focuses on keeping humans in charge when AI agents make important decisions. For example, in hospitals, AI agents can help doctors but cannot decide treatments by themselves. The law also protects children by requiring parents to agree before AI agents can use kids' personal information.

Meanwhile, United States lawmakers are still figuring out how to control AI agents. Some states tried to pass laws about the most powerful AI systems, but most failed. However, lawmakers are starting to notice "agentic AI" - agents that can plan and act on their own. This is much more complex than regular AI because these agents can make many decisions in a row, making it hard to track when something goes wrong.

Experts warn that current laws might not work well for AI agents. Unlike simple AI tools, agents can think ahead and change their plans, which creates new safety challenges. Countries need to work together to create rules that keep people safe while still allowing helpful AI agents to grow and improve.
